This is an above average spy thriller in the "I'm watching him, who's watching me?" style. It has the same characters as Len Deighton's other books/films: The Ipcress File and Funeral in Berlin, but can be read quite enjoyably on it's own as an antidote to James Bond, as a well-written political thriller or as an example of 1960s idealism seen through a very cynical eye.
