An einem einsamen Strand in Südengland spülen die Wellen die Leiche der jungen Kate Sumners an Land. Wenige Stunden später wird ihre dreijährige Tochter Hannah aufgefunden - sie irrt ziellos durch die Straßen eines nahegelegenen Ortes.
