I have read a similar story by Stephen Fry, who wrote his Making History btw 16 years earlier. It's about time travellers who travel into the past to prevent wars by means of eliminating certain politicians, in Fry's story to ensure that Hitler is never born.
Elton sends an agent to Sarajewo 1914 to save the archduke Franz Ferdinand from assassination, thus preventing WW1. However Elton's scientists who want to save the world are rather criminals, his time traveller Hugh Stanton is an merciless ex-mercenairy, the story is murderous in many ways. It's also much more fantastic than Fry's novel; Stanton gets caught in a time loop and arrives in 1914 Sarajewo again and again, however in different political settings. Whilst Fry's story was like a true historical novel with a believable, logical plot, Elton roams the wild, action-loaden fantasy, however quite entertaining.
