Sklar Hast lives in the Blue World, where the lving places of the People are floating islands that support houses, sea gardens, and communication towers. But there are monsters in the deep, who must be placated by food and reverence. Or do they? Could their threat be destroyed, or do those in power need their threat to keep the others in line?
There is a wonderful joke in this book, shown in the first few pages; the people of Blue World are (although they do not know it) the descendents of convicts, so their 'guilds' bear names derived from different felonies.
