A dreamer who can start a revolution

I've been looking forward to reading this for a long time, and although I really enjoyed the world that the author created which shows amazing creativity and imagination, I ultimately found the book disappointing.
This was due to feeling that the character development, and what motivates their actions, feeling underdeveloped. It feels like they make decisions based on what the story needs them to do, rather than it feeling like intrinsically motivated. Also there are some aspects that don't seem to make a lot of sense, like how any clairvoyant person who doesn't pass certain tests is kept in the prison colony but made to train as.... a circus performer?
Overall, I found a lot to admire, but wasn't completely convinced - I'm planning to read the next one in the series, and see how the series develops as it goes on.
