The dragons take the form of people to show that they mean no harm to humans, but the war between the two is recent enough that many people - and dragons - have difficulty trusting. Most people don't believe that it is possible for people & dragons to mate but there are people who are the result of just this mating and they have powers that could be used to benefit both communities if there were more acceptance. I really enjoyed this story and its very different take on dragons.
